Ever since a settlement was reached in 2024 between the onePULSE Foundation and the state concerning the failed museum and memorial plans, the focus has shifted towards gathering community input on the design of the new memorial. Secretary of State Cord Byrd has indicated that it will ultimately be up to the state legislature to determine how best to utilize the returned funds, highlighting the importance of community-driven memorialization.

Eskamani emphasizes that the funding request is not additional money but rather a necessary step in ensuring that Orlando honors its past. A committee formed by the city has been working tirelessly, incorporating feedback from victims’ families, survivors, and community members to come up with an ideal design for the memorial.

Looking Ahead: Community Memorial Plans

Excitingly, the Orlando City Commission is set to review the committee’s recommendations on February 24, 2025. Following this discussion, construction of the memorial is expected to get underway in late 2026. Throughout the process, representatives have expressed optimism that the funding request will secure a place in the state budget, though it will need approval from both the Florida Legislature and Governor Ron DeSantis.

Another perspective comes from Orlando Mayor Buddy Dyer, who is keen to see the memorial completed before he wraps up his term in 2027. With plans for the memorial still evolving, questions remain regarding the inclusion of a breached wall from the original nightclub—a concept that has stirred up a mix of opinions among the committee, balancing the need for historical preservation with the imperative of emotional healing.

The Pulse Memorial Advisory Committee has recently finalized its design recommendations. Key elements of the proposed design include the “Angel Ellipse,” a healing garden, a survivor’s wall, and individual memorials aimed at honoring each of the 49 victims who lost their lives that fateful night. The total budget for this ambitious project is projected to be around $7.5 million, with the city planning to accept bids for construction as early as March, following the council’s review of the recommendations.
